'Aggressive Beggar' Banned from Hartlepool Town Area for Five Years....

27th October 2026

A prolific Hartlepool beggar who'd spent months repeatedly intimidating shoppers, elderly residents and shop workers has been slapped with a five-year civil injunction after a lengthy campaign of so called 'aggressive begging' across the town.

Glen Moore reportredly became a familiar and unwelcome presence at several busy shopping locations, with businesses reporting repeated incidents of verbal abuse, threatening behaviour and refusals to leave their premises.

But after months of complaints, police involvement and unsuccessful attempts to change his behaviour, Hartlepool Borough Council reportedly decided enough was enough, with the man who'd spent months demanding money from the public now finding himself facing a court costs order of £4,395.86, awarded in favour of the council.

Five Years to Change His Ways

Darlington County Court was said to have granted the injunction on the 23rd October 2026 under the Anti-social Behaviour, Crime and Policing Act 2014.

The order will remain in force until 23rd October 2031, effectively excluding Moore from a designated area covering Hartlepool town centre and its surrounding locations.

Exceptions have been made for pre-arranged appointments involving healthcare, pharmacy services, emergency services and support organisations, with Moore also prohibited from begging for money or other items, engaging in threatening or abusive behaviour, encouraging others to behave abusively, or refusing to leave publicly accessible premises when instructed by authorised staff.

The injunction reportedly also carries a power of arrest, meaning police can intervene if its terms are breached.

According to evidence presented to the court, Moore regularly approached shoppers and visitors at several of Hartlepool's best-known businesses.

At Asda on Marina Way, he was reportedly attending daily from approximately March 2025, repeatedly approaching customers for money and refusing requests to leave.

At Mecca Bingo, elderly customers were said to have felt particularly vulnerable when encountering Moore outside the premises late in the evening.

Other locations associated with complaints included McDonald's on Burn Road, Morrisons, Tesco, Marks & Spencer and Middleton Grange Shopping Centre.

Staff members, including young women, also reported feeling intimidated by his behaviour, with the council's application recieving support from Cleveland Police and security representatives from several affected businesses.

The court heard that efforts had already been made to address Moore's conduct. These included a Community Protection Warning issued in August 2025, numerous police attendances, arrests and subsequent banning orders.

Despite those interventions, the council reported that the aggressive begging and intimidation continued.

Councillor Amanda Napper, Chair of Hartlepool Borough Council's Neighbourhoods and Regulatory Services Committee, welcomed the injunction, saying it demonstrated that threatening and intimidating behaviour would not be accepted. She also stressed that the council and its partners had attempted other interventions before turning to the courts.
