Officer Facing Gross Misconduct Allegations Over Unknown Tablets And Working Hours

A Cleveland Police officer is due to appear before an accelerated misconduct hearing later this week following allegations relating to evidence handling, honesty and working hours.
According to a public notice issued by Cleveland Police, the hearing concerning PC 3099 Kalum Ghafoor will take place at Scotswood House, Thornaby Place, Stockton-on-Tees, TS17 6SB, on Friday 15 May 2026, starting at 9.30am.
The notice states that it is alleged that on Friday 2nd August 2024, PC Ghafoor was handed a clear plastic bag containing unknown blue and white tablets by care home staff. It's then alleged that he then failed to place the tablets into an evidence bag, failed to test them, and failed to log them on the Cleveland Police computer system in accordance with force policy.
A further allegation states that on Monday 28 April 2025, PC Ghafoor provided an initial account to his supervisor that the tablets belonged to him, which the notice says was untrue.
The officer is also alleged to have failed to work the required hours while working from home between Tuesday 21 January 2025 and Sunday 20 April 2025, with Cleveland Police stating that he did not work the hours dictated by his tour of duty or role.
The allegations are said to amount to potential breaches of the Standards of Professional Behaviour relating to orders and instructions, duties and responsibilities, honesty and integrity, and discreditable conduct.
Cleveland Police has stated that the allegations have been assessed as gross misconduct if proved. This means the matter is considered serious enough that dismissal could be a possible outcome, although no finding has yet been made.
