Hartlepool School Set for Demolition Under £1.4bn Rebuilding Scheme
5th December 2025
The demolition of a Hartlepool school has moved a step closer, after Hartlepool Borough Council formally approved proposals this week, progressing a major redevelopment that forms part of a national £1.4 billion School Rebuilding Programme.
Council officers had originally intended to issue a decision by early September; however, the determination was said to have been delayed by several months due to ongoing caseloads. The Teesside & Durham Post understands the application was ultimately approved under delegated powers, avoiding the need for a planning committee hearing, after the council received just a single objection.

The project is one of 500 school rebuilds announced under the former Government’s £1.4bn programme, which was authorised by the previous Conservative administration despite claims in some newspapers that it originated as a Labour initiative.
The scheme identifies schools deemed to be in the “greatest need” of refurbishment or complete replacement due to age, condition, or suitability concerns.
Under the plans for St Helens Primary School on Hartlepool's Headland, all existing buildings on the site will be demolished and replaced with a modern two-storey facility designed to meet current educational and accessibility standards. The redevelopment also includes a substantial overhaul of the school’s external environment, with proposals featuring upgraded hard-play areas, new sports courts, enhanced soft landscaping, and improved playing fields.
Supporters of the scheme argue that the investment will provide pupils with a safer and more modern learning environment, with further details, including timelines for demolition and construction expected to be published in due course as the project advances to the next phase.
