A major new development has been proposed for Hartlepool’s Queens Meadow Business Park, which the applicants claim will bring jobs, modern facilities, and electric vehicle (EV) charging points to the area....

Plans for a major development on a busy town business park have been put forward in a move that the applicants claim will bring jobs, modern facilities & much needed EV charging points to the town.
The proposals, submitted by Walsingham Planning, acting for EG On the Move Ltd, have now submitted a full planning application to the Hartlepool Development Corporation to build a petrol filling station and drive-through restaurant on a 0.6-hectare strip of land near the entrance to the business park, just off the A689. The project would include car parking, landscaping, as well as new access routes.
The plans include:
A modern petrol station designed to high national standards.
A drive-through unit (Class E) suitable for any future food or drink operator.
EV charging points – four in total – to support Hartlepool’s transition to low-carbon transport.
43 parking spaces across the site, including disabled bays and cycle stands.
The developer says the new site would cater mainly to motorists using the A689 and A19, as well as employees and visitors at Queens Meadow, providing a “welfare and safety” benefit by encouraging drivers to stop and rest.
Queens Meadow Business Park, which forms part of the Tees Valley Enterprise Zone, is already home to the UKSE Innovation Centre and Cleveland Fire Brigade’s national training HQ. The area has long been earmarked for high-quality employment uses under Hartlepool’s 2018 Local Plan.
Walsingham Planning, acting for the applicant argue the small 0.6-hectare plot—less than 1% of the total business park allocation—would have a negligible impact on employment land supply whilst adding essential roadside infrastructure.
The statement points out that there is currently a shortage of electric vehicle charging facilities locally, and that the new bays would provide an environmental gain for the borough. The applicant also states the project represents “sustainable development” under national planning policy, delivering economic, social, and environmental benefits in line with government aims.
A Sustainable Addition to Hartlepool
The planning statement concludes that the scheme meets the requirements of the National Planning Policy Framework (NPPF) and aligns with Hartlepool Borough Council’s long-term vision for growth in the area, where, If approved, the development could be another step in modernising the infrastructure around Queens Meadow Business Park—bringing with it new business activity and energy facilities to one of the town’s most strategically placed commercial gateways.
