“How Can This Be Allowed To Continue?” Fresh Pressure on Hartlepool Councillor After Sex Offender Case Brings His Role As Both A Councillor & Defence Solicitor Into Question.

A Labour councillor in Hartlepool is facing growing questions over his position following a disturbing new case involving his legal defense of a sex offender who attempted to groom a young girl online.


The case, reported this week by a local newspaper reported that Stephen Vincent, 60, a registered offender used dating apps in an attempt to target a child—once again raising serious concerns about safeguarding and the ongoing risks posed by predators operating in the community.


But while the incident itself has shocked residents, it's also reignited the debate around Labour Councillor Martin Scarborough and his professional history.


Mr Scarborough, who works as a solicitor for the legal firm Smith & Graham, & is reported to be on the board of Directors for the Hartlepool Charity Families First North East is understood to have defended a numerous individuals accused or convicted of sexual offences over the space of a decade. While legal experts are clear that everyone is entitled to proper representation, critics say the sheer number of similar cases he has been involved in raises some uncomfortable questions over public safety, especially as the vast majority of the cases Scarborough has been defending have gone on to lead to a prosecution. .


For many in Hartlepool, its claimed the incident is no longer just about legal principle—it is about public confidence, especially in the wake of Labours past controversy over historic sex offences & a Grooming Gang Inquiry that many claim continues to see evidence being 'covered up'...


However, There's broad acceptance that the justice system relies on defence lawyers to function fairly. However, residents are now said to be increasingly asking whether repeated involvement in serious sexual offence cases Scarborough is being assigned to is compatible with holding public office in a role that carries safeguarding responsibilities.


One local source told the Teesside & Durham Post:


“Everyone understands people need legal representation—but when you see the same councillor connected to multiple serious cases like this, it does start to raise questions about judgement and suitability for his public role.”

Critics argue that the issue isn't just about any single case, but the pattern in which is emerging & the political party he's tied to...


They say the number of cases Mr. Scarborough has been linked to in the space of a decade calls into question not only his integrity as a councillor, but also whether the public can have full confidence in any safeguarding decisions involving vulnerable people he makes within the local council which in 2023 was declared an authority with no public confidence. .


The latest grooming case has only intensified those concerns, bringing the issue sharply back into focus at a time when protecting children remains a top priority for communities across the UK.

An examination of cases linked to Mr Scarborough reveals a consistent, yet worrying pattern spanning more than a decade:


  • 2013 – Mark Martin


    A man twice caught with indecent images of children avoided prison for a second time. Mr Scarborough told the court his client had shown “genuine remorse”.


  • 2018 – Jeffrey Causton


    A former paramedic found with hundreds of child abuse images avoided jail. Mr Scarborough said his client was of “good character” and remorseful.


  • 2020 – Ian Laing


    A convicted sex offender breached a court order by using false names online and attempting to hide a phone. Mr Scarborough cited learning difficulties and rehabilitation needs.


  • 2021 – Francis Michael Black


    More than 25,000 child abuse images were discovered. Mr Scarborough told the court his client had been struggling with mental health during lockdown.


  • 2024 – David Hall


    A 60-year-old man attempted to groom what he believed was a 14-year-old boy online. Mr Scarborough said his client was “genuinely remorseful”.


  • December 2024 – Robert Bradley


    A 27-year-old who groomed and kissed a teenage girl avoided jail. Mr Scarborough acknowledged his client knew his actions were wrong.


  • January 2025 – Frederick Peppert


    A registered sex offender breached an order by deleting messages. Mr Scarborough said the messages were not sexual and his client showed remorse.


  • 2026 – Stephen Vincent


    A sex offender breached restrictions by using dating apps after a prior grooming conviction. Mr Scarborough said his client’s only mitigation was his guilty plea.


The sheer number of cases is now leading to growing calls for Mr Scarborough to remove the blurring of the lines between his dual role as a solicitor & councillor by separating from one or the other by resigning from either role, with some residents questioning whether his position as a councillor is sustainable in light of the ongoing controversy.


As one campaigner put it:


“This is about trust. People need to know those in positions of power are fully aligned with protecting the public—not just professionally, but in principle.”

So far, there's been no indication of any formal action. However, with pressure mounting and public concern increasing, the situation is unlikely to go away quietly, especially after his links to a local Hartlepool Charity which removed former Hartlepool MP Peter Mandelson from as president in the wake of the Jefferey Epstein Scandal...


For many in Hartlepool, the question is becoming harder to ignore:


Can someone tasked with safeguarding the community continue in office while repeatedly defending those accused of harming it?
