Waste From Hartlepool Landfill Site Blown Across Town, as the Environment Agency Issues Non Compliance Notice to the Site Operators....

14th March 2026

A landfill site on the outskirts of Hartlepool has been issued with a non-compliance notice by the Environment Agency following a surge of complaints about wind-blown litter escaping the facility.

Officials confirmed that Environment Agency Officers have been on site at Seaton Meadows Landfill over recent days, after residents raised concerns about waste being carried beyond the site boundary. According to an update shared publicly, the site has now reportedly been ordered to stop operations and has not accepted any waste since Thursday morning while the issue is addressed.

Waste reported across nearby land

By the time operations were halted, its claimed a significant amount of waste had already escaped the site, with debris reportedly spreading across surrounding areas including Hornby Park, Seaton Carew Golf Club, & Land around Tofts Farm Industrial Estate.

Residents have been asked to report whether litter has reached nearby residential areas, so that site operators and environmental officials can organise clean-up teams to remove the waste as quickly as possible.

Environment Agency action

Following its inspection, the Environment Agency confirmed the landfill site itself has now received a substantiated permit non-compliance notice, meaning regulators have formally determined the site has failed to meet conditions set out in its environmental permit.

Such notices typically require operators to take immediate corrective action to prevent further breaches and ensure operations comply with environmental regulations.

Local residents have been encouraged to notify authorities if they spot landfill waste in surrounding neighbourhoods so that it can be collected.
