Hartlepool Man Faces court action by local council for feeding wild animals...

Brian Wilkins, 76, faces prosecution under the Environmental Protection Act, after council officers claim his feeding of wild animals is "attracting vermin"....

A Hartlepool Man faces criminal prosecution by Hartlepool Borough Council after council chiefs decides to press ahead with enforcement action despite claims from members of the public that "he's doing no harm"....


Brian Wilkins, 76, is set to appear before Teesside Court next week on application by Hartlepool Borough Council to formally restrain the local man from feeding any wildlife in Hartlepool on the grounds that his activities are causing an increase in rats and other vermin.


In 2023 Mr Wilkins was reportedly issued with a Community Protection Warning by Hartlepool Borough Council claiming his activities were detrimental to the quality of life of others due to the food he was placing down 'attracting rats'.


The warning supposedly issued by the council which in 2023 was declared an authority of no public confidence stated his actions caused “detriment to the quality of life of others in the locality by persistently putting out bird feed and other food against advice, & is providing a food source for rats”.


At the time the Community Protection Notice was issued against Mr Wilkins, Hartlepool Borough Council refused to give any comment on the matter, however 18 months later, its claimed the matter is now set to be put before a Kangaroo Trial hearing at a specially convened hearing that's likely to rubber-stamp an order restraining the Hartlepool man from engaging in any further feeding activities that many claim will also lead to many of the towns stray animals which Mr Wilkins had been feeding significant detriment.

HBC Exposed has previously been witness to court hearings set up in such a manner that the decision on such cases are almost always decided upon before the suspects have even sat on the seats in the hearing venue, with Judges such as Mark Gargan, District Judge David Robinson (a former Cleveland Police Officer) & District Judge Cook all known for rubber-stamping 'show-trials' at a hearing venue already said to be rife with corruption, with Mr Wilkins likely never to see a fair trial being conducted & the order made against him almost certain.
