Hartlepool Cycling Hub to Close as TVCA Faces Threat of a Second Government Best Value Notice....

A community walking and cycling hub in Hartlepool is set to close permanently at the end of March after funding for the project came to an abrupt end.


A notice placed on the window of the Tees Valley Walking & Cycling hub in Hartlepool's Church Street states it will close on the 31st of March 2026, with organisers claiming the cessation of funding from the Tees Valley Combined Authority as the reason for the shutdown.


End of local active travel initiative


The Hartlepool hub formed part of a network of walking and cycling hubs established across the Tees Valley region to encourage residents to travel more actively. The initiative offered guided rides, bike maintenance sessions, refurbished bicycles for sale and advice aimed at helping people feel more confident cycling. However, with the funding now coming to an end, the Hartlepool facility is now said to close its doors permanently, with the closure following confirmation that the wider walking and cycling hub programme across Teesside is undergoing significant changes, with at least one other site also facing closure.


Closure comes amid wider TVCA Financial scrutiny


The decision to end the Hartlepool hub comes at a time of growing controversy surrounding the future of the Tees Valley Combined Authority (TVCA), where, in recent months, several significant financial concerns have been raised by auditors leading to increasing pressure on the authority to review several projects across the region. There's also said to be mounting concerns that the authority could soon face a second Best Value Notice from central government, amid ongoing questions over financial oversight and governance arrangements, with plans already said to be in place to review two development corporations, the Hartlepool Development Corporation & Middlesbrough Development Corporation (MDC) with suggestions these corporations, widely regarded by many to be 'quangos', may be closed to save costs.


Best Value Notices are only issued when the Government believes a local authority may not be meeting its legal duty to ensure value for money and proper financial management.

Local government sources have suggested that the growing scrutiny has forced the combined authority to reassess a number of initiatives and investment programmes.



Since opening, the walking & cycling hub has played a role in promoting healthier travel options while supporting efforts to reduce car use for shorter journeys. However, with funding now withdrawn, the project will end when the hub closes at the end of March, leaving uncertainty about whether similar active travel initiatives will return to Hartlepool in the future...
