New Structural Support System Planned for Key Areas of Middleton Grange

Urgent structural support works are set to be carried out on a Hartlepool Shopping Centre after concerns were reportedly raised that parts of the building could deteriorate further without intervention.
Documents published ahead of the next Hartlepool Development Corporation Board meeting reveal that J.P. Wild Limited has been appointed to install a semi-permanent structural support system at several locations within the Hartlepool Middleton Grange Shopping Centre, with the works set to involve structural propping and steel-grillage mitigation measures within the Market Hall, Gold Corridor and Management Suite.
The Market Hall has remained closed since September 2024 after its claimed structural issues were identified during an earlier survey. Access to the area is now restricted and controlled by the centre’s management team, with only critical contractors permitted to enter.
Work Needed to Prevent Further Deterioration of the Centre Report States...

According to the report, the latest works need to be implemented urgently as a matter of health and safety to ensure that there's no further deterioration within the centre. The Management Suite houses staff as well as the shopping centre’s control room, while the Gold Corridor is described as a key operational area. Access to the Market Hall is also said to be necessary so that vital services can continue to be maintained.
The structural problems were said to have been identified after The Hartlepool Development Corporation completed its purchase of the long leasehold of Middleton Grange Shopping Centre back in December 2023. The papers state that issues requiring further investigation or repair were identified during the purchase process and that the anticipated cost of future repairs was deducted from the price paid for the centre.
In January 2025, the shopping centre’s property manager, Jones Lang LaSalle, recommended that a structural engineer be appointed to design a specification for risk-mitigation measures in the Market Hall, Gold Corridor and Management Suite. Designs were then subsequently prepared by Adept Consulting Engineers Ltd before Jones Lang LaSalle carried out a competitive tendering exercise with three bids reportedly considered, with J.P. Wild Limited recommended as the most cost-effective option.
The total value of the works has not been disclosed in the publicly available documents, however, the financial details are contained within a confidential appendix of the file set to go before councillors next week, with the report stating that the cost will be met from savings made when the shopping centre’s purchase price was reduced to reflect the structural issues identified at the time of acquisition.

The latest works come as the future of Middleton Grange remains under close scrutiny.
Minutes from the board’s previous meeting show that separate capital expenditure on RAAC repairs was already underway earlier this year, while officials were also working on a longer-term business plan aimed at reducing the shopping centre’s operating deficit and determining its future role within the town centre.
The publicly available papers seen by the Teesside & Durham Post however don't clarify whether the newly commissioned structural support works are connected to the earlier RAAC repairs or represent a separate programme of remedial work however operational costs at the centre are said to be a significant burden on the HDC's budget and previous documents revealing the centre's value has been revised to being effectively 'worthless' in terms of its asset value.
