Another One: Plans Emerge to Turn Hartlepool House Into Six-Bed HMO

Yet Another Hartlepool Property Targeted for Conversion Into Six-Bed HMO As locals Claim The Town is Saturated with the Controversial Properties.

Another residential property in Hartlepool could soon be converted into a controversial six-bedroom House in Multiple Occupation (HMO), as the continuing expansion of this type of accommodation across the town remains a contentious issue for many residents.


Documents submitted to Hartlepool Borough Council reveal that an application concerning 2 Bathgate Terrace, Hartlepool, TS24 7QW is now set to be considered by planning officials. However, sources claim they expect the proposal to face little resistance, pointing to what they describe as the council’s overly “relaxed” approach towards controversial HMO conversions across the town.


The application has been made for a Lawful Development Certificate for a Proposed Use or Development, rather than being presented as a conventional application seeking planning permission for a new development, where, According to the paperwork, the applicant Ascend Property Limited describes the property as “a large dwelling”, with the proposal seeking its conversion from an ordinary family home into a six-bedroom HMO falling within Class C4 Usage

The applicant also specifically refers to Article 4 restrictions in its justification for why the certificate should be granted. With the document stating that the property achieves all the requirements for a C4 HMO class use conversion from C3, with all rooms achieving more than minimum requirement standards and at the time of submission..


Another HMO debate for Hartlepool

The application is likely to generate even further interest in the towns apparent ‘Over-saturation’ of Houses of Multiple Occupation as concerns continue to be raised locally about residential properties being converted from conventional family homes into HMOs & more importantly… who’s going to be housed in them ?


Supporters of HMOs point to the additional accommodation they provide, particularly for single people and those seeking lower-cost rented rooms as private sector rents continue to outpace wages. Some locals, however, have frequently raised significant questions about the concentration of HMOs, parking, waste, transient occupancy and the changing character of established residential streets.


A previous application for two HMO’s in Hartlepool was recently granted despite Cleveland Police warning that high concentrations of shared housing is increasing the risk of crime, anti-social behaviour, and community tension, with the latest application doing little to quell locals fears that the number of HMO’s being granted approval in the town appears to be skyrocketing despite claims from the council that Article 4 Directions would bring such controversial developments to a halt…
