Local councillors have reportedly waded into the debate over the future of a council owned piece of land which could be set to be re-developed into a privately managed sports complex that locals claim will take away valuable public open space as well as cause huge parking issues.


Its claimed several ward councillors in the area have raised concerns over the plans as seaton ward councillor Leisa Smith launches a petition in a bid to safeguard one of the community’s most cherished green spaces — Dodds Field.


Dodds Field, located in Seaton Carew Hartlepool, has served as a communal haven since its acquisition by Hartlepool Borough Council back in 1949. In 1962, its claimed part of the field was incorporated into the adjacent park, creating a recreational zone that has brought generations of residents together. For local families, dog walkers, and those simply seeking an escape into nature, Dodds Field remains a vital, living part of their daily lives.

Leisa Smith, Seaton Independent ward councillor described deeply personal memories: “Having lived in Seaton Carew all my life, I have cherished countless moments with my children and grandchildren on Dodds Field. It’s not just a piece of land; it’s a haven for our community where we gather, play, and enjoy the simplicity of being outdoors.”


The controversy arises from a proposal reportedly tied to Hornby Park, in which the local council plans to re-develop Dodds Field into a privately managed sports complex.


According to documents and public reports, this would involve multiple football pitches, spectator stands, and the installation of floodlights — dramatically altering the character and accessibility of the site.


Opponents of the plan argue that such a transformation could lead to:


  • Increased traffic congestion, particularly around the local primary school.

  • Noise pollution, especially during evenings and weekends.

  • Restricted public access, as the land may no longer remain freely open to residents.

  • The loss of a rare unstructured natural green space, one of the few remaining in the area.


The councillor and many residents fear that the field’s value as an inclusive, low-impact, open space is at risk of being lost forever.


A Call to Action: Keep Dodds Field Community-Owned


Campaigners believe that preserving Dodds Field as a publicly owned, accessible space is essential for future generations. It is not simply about resisting development, but about defending a shared way of life that puts community, health, and environmental wellbeing first.


"Maintaining Dodds Field as a public space ensures its availability for future generations in Seaton Carew to enjoy, just as we have," the councillor added. "Our community deserves to retain this green space for everyone, especially those who seek an area to relax and reconnect with nature."


The petition calls upon Hartlepool Borough Council to halt any transfer of the land which many claim will be 'gifted' into private hands and to protect Dodds Field under its current status as a community green space.
