Over 1,300 Registered Sex Offenders Said to be Living In Teesside...

Newly released figures come as part of a Freedom of Information Request by a member of the public showing the significant numbers of Registered Sex Offenders now living on Teesside.

A new Freedom of Information (FOI) disclosure has revealed that as of May 2025, its claimed 1,339 individuals across the Cleveland Police force area are currently required to sign the Sex Offenders Register under the Sexual Offences Act.
The data, provided in response to the Freedom of Information enquiry made by a member of the public shows that 812 of these offenders are subject to indefinite notification requirements — meaning they are required to remain on the register for life unless they successfully apply to have the requirement lifted.
Applications to End Lifetime Registration
Over the last three financial years, a small number of offenders have applied to have their indefinite notification requirements removed:
2023: 3 applications received
2024: 3 applications received
2025: 4 applications received
Cleveland Police confirmed that almost all of these requests were granted. The group approved 3 applications in 2023, 3 in 2024, and 3 in 2025, meaning that 9 individuals have been released from lifelong monitoring since 2023.
Public Concern Over Transparency and Risk Management
The latest figures are said to reignite debate around how the police are managing individuals who are released from indefinite notification. Critics have often questioned the transparency of the process and the extent to which local communities are informed when monitoring requirements are lifted.

Cleveland Police stated that the system remains “live,” meaning these numbers can fluctuate as new offenders are added or others are removed through death, relocation, or successful appeals.

Under the current legislation, individuals convicted of certain sexual offences are required to sign the Sex Offenders Register and keep police informed of changes such as address, name, and travel plans. Those sentenced to 30 months or more in custody are automatically placed on the register for life, though they can apply for review after 15 years (or 8 years for those under 18 at the time of conviction).
The new figures shine a light on the ongoing scale of offender management across Teesside, and on the limited number of successful applications to lift lifelong monitoring restrictions.
