Plans Submitted for Brenda Road Children’s Home Spark Community Concern

The property in Hartlepool's Brenda Road could be converted from a family home to a managed children's home under proposals submitted to Hartlepool Borough Council.

Plans have been submitted to Hartlepool Borough Council that could see a family home on Brenda Road converted into a children's residential home — but the proposals may not go unchallenged by the local community.


The application, submitted by agents Ziche Ltd, outlines plans to change the use of the terraced property from a family home to a children's care facility. Ziche Ltd reportedly specialises in residential care services for individuals with learning difficulties, mental health issues, and substance misuse problems. The proposal, however, states that no internal alterations are planned for the structure of the building.


While the application appears simple on the surface, it is already said to be raising eyebrows locally due to the lack of key information. Documents seen by HBC Exposed show very few details about how the proposed children's home will actually operate — including how many children would be accommodated, what staff-to-child ratio would be in place, or the type of care and supervision that would be provided.


A source close to the Council told HBC Exposed:

“This application is likely to attract objections. Residents are likely to be concerned about the lack of detail and the suitability of placing such a facility on a busy street like Brenda Road & in an area with a significantly high crime rate.”

With traffic concerns, safeguarding considerations, and a general lack of operational clarity, the proposal under planning reference H/2025/0144 could become yet another contentious planning issue for Hartlepool Borough Council to navigate, with a decision on the plans likely to come as early as July 2025
