The Applicants had planned to convert the property known as 'Glendalough' in Hartlepool's Rural West Ward into supported residential living accommodation, however the plans have now been withdrawn at the last minute, just weeks before they were to be decided by council officials.

Plans to convert a Hartlepool property into supported living accommodation for young adults has been withdrawn at the last minute following a number of objections from local residents.
The application, submitted by Active Care Group, sought permission from Hartlepool Borough Council to transform Glendalough, a large detached home on Park Avenue, into housing for up to six young adults with learning difficulties and complex care needs.
The scheme proposed 24-hour support for residents, with four members of staff during the day and three overnight. The company stated the project would have provided “a safe, inclusive and accessible environment” helping individuals transition from hospital-based care to a community setting.
However, the plans attracted several objections from neighbouring residents, who raised concerns over parking pressures, traffic, and the suitability of the location within a quiet residential street.
In light of the feedback, its claimed Active Care Group has since withdrawn the application before it reached the council’s planning committee. A spokesperson for the group has not yet commented on whether a revised proposal will be submitted in future.
The withdrawal means Glendalough will remain a private residential property for now.
Active Care Group had also recently submitted a separate application for a similar supported living development at 14 Elm Grove, which reportedly remains under consideration by the council.
