Major Seaton Carew Housing Plan Heads to Vote in Council Amid Backlash Over the Plans...

A controversial housing scheme proposing 81 new homes on land off Coronation Drive in Seaton Carew Hartlepool is set to go before councillors today, with residents raising concerns over traffic, infrastructure and the loss of green space.
The application (H/2022/0357) will be considered by Hartlepool Borough Council’s Planning Committee on this Wednesday morning where a decision could be reached there & then by way of a vote in the council chamber. .
The proposals, submitted by Gleeson Homes seeks full planning permission for 81 residential properties, made up of a mix of two, three and four-bedroom homes, including detached, semi-detached and terraced housing, Additional plans reportedly include a new access road, landscaping, open space, and a sustainable drainage system, with the scheme previously earmarked for a much larger development of 151 homes, but this has been scaled back during the planning process to better reflect local policy and site constraints.
The application has been referred to councillors after its claimed the plans received significant objections from local residents — automatically triggering a committee decision under council rules, where despite the reduced number of homes, the proposal has still sparked strong opposition.
In addition to Traffic and congestion concerns over the scheme, locals reportedly lodged objections to the plans including flooding risks, pressure on local infrastructure & road networks & the loss of green space, with some residents reportedly warning the development could contribute to “urban sprawl” and erode the identity of Seaton Carew.
However, whilst considerable objections to the plans have been received, a number of letter of support has been voiced for the plans, with backers arguing the development would deliver family homes in a sustainable location and make effective use of allocated housing land, with the scheme also designed to include open space, landscaping and improved pedestrian links.
Planning officers are said to have assessed the application against the Hartlepool Local Plan, with the site already allocated for housing development — a key factor weighing in its favour, with officers setting out their recommendation in the report to approve the scheme, balancing the benefits of delivering 81 new homes against the concerns raised by residents.
Decision expected
The application will be debated today at Hartlepool's Civic centre, where councillors will hear arguments for and against before voting whether to approve the development, postpone any decision for any possible site visit, or refuse the plans, however its claimed the plans will widely receive acceptance by councillors in what many claim is a bid to ease the towns housing crisis,
