The £164k a year Chief is said to have firmly rejected allegations his force was engaging in the practice of "two-tier policing," calling the claims baseless and detrimental to public trust. Speaking to MPs this month, Mr. Webster defended the force’s handling of the summer riots, emphasising that his officers supposedly acted "entirely fairly" throughout the crisis, but critics claim Mr Websters claims dont fit the facts & that he's 'living in cloud cuckoo land'..
“People don’t want to hear the facts,” Mr. Webster remarked during a Home Affairs Select Committee hearing. His comments come following criticism his forces actions allegedly favoured certain groups, claims he dismissed as unfounded and damaging to the morale of his officers.

The riots, which erupted in parts of England during July and August, according to Mr Webster, were fuelled by misinformation being spread on social media, however no such evidence of this exists.
The unrest unfolded following the Southport stabbings, but police efforts to quell the disorder were reportedly hampered by the vast scale of online platforms. “We simply don’t have the resources to police the entirety of social media,” Mr. Webster admitted, this is despite Cleveland Police reportedly having on one of the highest rates of people being convicted of offences relating to publications made on Social Media
Root Causes of the Riots

Addressing the alleged underlying factors behind the unrest, Mr. Webster claims there are shared challenges among affected areas. "Many of these are struggling communities where the social fabric is under strain," he said. These conditions, make such areas vulnerable to exploitation, with what Mr Webster claimed is 'misinformation' or criminal activity.
Some individuals who participated in the violence, he noted, appeared motivated by nothing more than recklessness. “In some cases, it was people who’d had too much to drink, walked past the trouble, and decided to join in,” Mr. Webster said. “It wasn’t representative of everyone involved, but desperation, boredom, and a lack of hope played a role.”
However many have come out to refute Mr Websters comments claiming Cleveland Polices in-discriminatory tactics led to injuries to innocent bystanders & even claims of heavy handed tactics being used towards citizen journalists.
The financial toll on Cleveland Police has reportedly been 'steep' & is likely to be borne by the local tax payer in the form of increased taxes, with it being claimed that over £660,000 has since been spent on tracking down alleged offenders from incidents in both Middlesbrough and Hartlepool.

Chief Constable Webster pushed back strongly against accusations of unequal treatment by police even though its suggested strong evidence for such activities exists, with Webster describing them as "nonsense" and "unhelpful." He stressed that his officers had pursued anyone involved in criminality without bias. “If you were involved, you were arrested—or you will be,” he said.
He claims the narrative of 'two-tier policing' allegedly undermines public confidence and has a negative effect on the force. “When people refuse to engage with the facts and push what he claims to be unfounded accusations, it harms both the public and my officers who are working tirelessly to keep communities safe.”
Mr. Webster concluded by reportedly reaffirming his commitment to fairness and impartiality. “Cleveland Police operate without fear or favour. Arrests are made based on clear evidence, and we will continue to uphold the law to protect the public.” but some claim his words are merely the desperate bid of a failing Chief Constable defending his 'failing' force
Cleveland Police was placed into special measures four years ago by HM Inspectorate of Constabularies following an assessment of its services found to be inadequate in all areas. Since being released from special measures, the force continues to spiral out of control, with numerous officers being released from the force of no public confidence on grounds of misconduct, many of which have been informed they are to be banned from ever applying to become an officer at any force around the county again.
His rejection of alleged "Two Tier Policing" according to critics is 'laughable' in the face of the force still said to be the subject of an IOPCC investigation relating to the murder of a man in Middlesbrough police station after being arrested in Hartlepool as part of the forces Operation Artemis in 2023.
The IOPCC has still refused to publish its findings into the local mans death despite repeated pressure to do so, with claims the force is a party to whats alleged to be 'a large scale police cover-up', as scandals about the forces web of corruption a shameful stain on the reputation of a police force that has been riddled in controversy since the 1990s, & continues to be the centre of controversy to this very day.
