Fresh concerns are being raised ahead of the upcoming Hartlepool Borough Council elections after official nomination papers reveal the vast majority of candidates have had their home addresses withheld from public view.
The official Statement of Persons Nominated, published by the council’s Returning Officer on the 9th of April 2026, shows that across multiple town wards, candidates are listed simply as having an “address in Hartlepool” rather than a full residential address.
In wards including Burn Valley, De Bruce, Foggy Furze and Headland & Harbour, almost every candidate has opted for this restricted format. However, in some cases—such as parts of Fens & Greatham, Hart Ward and Seaton—full addresses have been published, highlighting a clear contrast between candidates who have chosen transparency and those who have not.
Under UK electoral law, candidates are legally entitled to withhold their full home address from publication. Instead, they may provide their address privately to the Returning Officer while publicly listing only their local authority area.
The rule was introduced to protect candidates from intimidation and harassment—but its widespread use is now raising new questions over transparency.

Independents: More likely to publish full addresses—but still mixed
Overall, well over 80% of candidates standing in Hartlepool appear to have restricted their address, meaning voters are unable to see where most candidates actually live.
Questions Over Consistency

The issue becomes more contentious when applied to senior political figures, with Labour Council leader Pamela Hargreaves-Brash, who's standing to defend her council seat this year also choosing to redact her home address from the official nomination document—despite her address already being readily available and searchable within the public domain.
This raises further questions about whether the use of address restrictions is being applied for genuine safety reasons, or simply as a blanket approach across candidates regardless of individual circumstances.
The widespread use of address restrictions is now sparking debate across Hartlepool, with some arguing that it reduces transparency at a time when trust in politics is already at an all time low, while others say the protections are necessary to keep candidates safe.
