Planning Powers Outsourced as Concerns Grow Over Accountability

Concerns Raised as Hartlepool Development Corporation Hands Planning Role to External Consultants

Planning decisions in a North East Town are reportedly set to be handed to a private consultancy, raising fresh questions about transparency and accountability in the town’s regeneration programme.


Newly published Hartlepool Development Corporation papers confirm that while the organisation holds direct planning powers within its designated boundary, the day-to-day planning function is said to be outsourced to the private consultancy firm Lichfields.


Planning powers taken out of council hands


Under current arrangements, The HDC — not Hartlepool Borough Council — is responsible for determining planning applications within the Hartlepool development corporation zone, meaning decisions on major developments, land use and regeneration schemes are being taken outside the traditional council planning system, under powers granted to the Development Corporation.


While this structure is designed to speed up regeneration, it also concentrates decision-making in a smaller, less visible body, with board papers confirming that The planning function is overseen by a Head of Planning, But day-to-day operations are being delivered by Lichfields, a private planning consultancy firm based in London. This means that although decisions are formally made under HDC authority, much of the groundwork — including assessments and recommendations — are being handled externally by a company based 262 miles away from Hartlepool.


The arrangement is likely to raise concerns among some local residents about who's really making the decisions & How accountable those decisions are to the public, as well as whether there's sufficient local democratic oversight. The planning setup comes as the HDC takes a leading role in shaping the future of key sites across Hartlepool, including The Middleton Grange Shopping Centre, as well as Queens Meadow Business Park and the Production Village in Church Street



The documents also confirm that a new Head of Planning is also set to be appointed following a vacancy in the role, who will be responsible for Signing off planning decisions, Authorising any enforcement action & Overseeing the outsourced planning service..


The papers are expected to go before board members of the Hartlepool Development Corporation on the 28th April 2026.
