A Teesside Construction Company who was recently granted planning permission for a substantial redevelopment of parts of The Hartlepool Marina has already set the ball rolling for work to commence, as HBC Exposed finds construction works on the proposed sites has already begun. Jomast Developments recently secured planning permission for a major investment in Hartlepool, with plans to build 385 new homes on the Hartlepool Marina, as part of a wider £120 million regeneration project.
The approval, granted by The Hartlepool Development Corporation (HDC), is said to mark a significant step towards reshaping the area. However, its claimed that whilst some key town figures supported the initiative, the plans have faced some opposition from a number of local residents.
A Long-Awaited Revival of a Lapsed Plan

The recent approval follows Jomast's previous planning permission which was granted by Hartlepool Borough Council back in 2003 and allowed for approximately 900 dwellings, four office blocks, and a mix of retail, education, and care facilities. The plans however ultimately lapsed without much construction being seen, with the largely local based developer concentrating on other sites around the Hartlepool Marina Area, leaving the most recently approved site's in a state of stagnation for nearly two decades.
Adapting its proposal to reflect changing market demands over the two decades the various sites remained vacant, Its claimed Jomast subsequently reduced the number of homes set to be built to 385, which will include 155 houses and 230 apartments. The overall £120 million pound regeneration scheme spans seven locations around the Hartlepool marina, encompassing additional retail, leisure, and medical facilities.
Opposition from Local Residents

Not everyone however is said to have been pleased with the revised proposals, where its claimed some local residents voiced their concerns over the scale of the development and its potential impact on infrastructure, traffic, and the character of the area. Objections were said to have been raised during the planning process, with critics questioning whether the town will truly benefit from the re-development plans, or whether this is once again a wealthy developer profiteering from its close ties to a local development corporation.
Nevertheless, the HDC's planning board subsequently approved the revised development proposals, arguing that the investment would bring much-needed economic and residential growth to Hartlepool in an area which is already seeing substantial regeneration efforts coming from the local Development Corporation by way of the re-development of Hartlepool's Church Street & the new Production Village just a short distance away .
Economic Boost and Construction Underway

Supporters of the project highlight its potential to boost the local economy at a time when both the local & national economy appears to be 'flat-lining'. The construction phase of the multi million pound project is set to create jobs, whilst new housing is expected to attract more residents and businesses into the Hartlepool marina area.

The mix of both retail and leisure facilities is also set to improve Hartlepool's attractiveness as a destination for both visitors and investors, boosting the local economy & tourism in turn..
HBC Exposed on its site visit this week has already observed preparatory work's beginning at some of the areas which have been given planning approval, with fencing being erected and evidence of early groundworks taking place, suggesting a full-scale construction could commence in not too distant future setting the ball rolling for the long-awaited transformation of Hartlepool Marina & all eyes on the next steps to see whether construction this time around actually progresses & doesn't 'stall' like it did twenty years ago !.
