Business Linked to Hartlepool Landfill Faces Liquidation

A company with links to the controversial Seaton Meadows Landfill Site in Hartlepool is moving towards liquidation, according to a formal insolvency notice which has been seen by the Teesside & Durham Post. .
SA Land Developments Ltd, company number 13831532, has begun a process which could see insolvency practitioner Andrew J Cordon appointed as liquidator of the business.
The Teesside & Durham Post understands that the company’s official registered office is listed at Unit 6C, Glassworks Way, Harworth, Doncaster, while its principal trading address has been given as Seaton Meadows Landfill, Brenda Road, Hartlepool.
According to the insolvency notice, company director Frank Scott Nicklinson has convened a deemed consent procedure following resolutions passed by the board of directors. The proposed decision concerns the appointment of Andrew Cordon as liquidator, with creditors given until 11.59pm on 11 September 2026 to formally object.
The proposed insolvency of the business comes just weeks after Seaton Meadows Landfill itself was subject to significant regulatory action by the Environment Agency. On 10 July 2026, with the regulator serving operators SMLF Ltd with a suspension notice after an Environment Agency survey found that parts of the landfill had exceeded the agreed waste tipping levels permitted at the site. The notice effectively prohibited any further waste from being brought onto Seaton Meadows while the operator worked to bring the site back into compliance with its environmental permit. The Environment Agency said subsequent checks indicated the suspension was being observed, but warned that it would continue monitoring the site and could take further action if necessary.
The latest development appears to be part of a Creditors’ Voluntary Liquidation, where the directors of a company conclude that the business can no longer continue to meet its financial obligations and shareholders agree that it should be wound up.
Its currently unknown as to whether the liquidation of the business connected to the site will effect SMLF Ltd who operate the landfill.
The development will likely be of particular interest locally because SA Land Developments lists Seaton Meadows Landfill on Brenda Road as its principal trading address alongside the second business SMLF Ltd, with The Teesside & Durham Post understanding that SMLF Ltd has failed to file its accounts for the most recent financial year according to reports from Companies House and are now reported as being ‘overdue’…
The landfill site has long been a prominent industrial site in Hartlepool, meaning the financial position of any company trading from the location is likely to attract attention locally, especially from campaigners & politicians alike who were seeking the full closure of the landfill.
