Bid to convert large dwelling into children’s home cites national shortage

A substantial detached property in one of Hartlepool’s established residential areas could soon be converted into a children’s residential care home if council officials approve a change-of-use application...
The proposal relates to 2 Granville Avenue, a large three-storey property currently classed as a family home. The applicant, Changing Futures, is said to be seeking permission to convert the building from a standard residential use (Use Class C3) into a small children’s home (Use Class C2) accommodating a limited number of young people in a managed setting.
Planning documents state that no extension or major external alterations are proposed, with the building’s size, scale and outward appearance to remain unchanged in order to preserve the character of the street scene. Internally, only minor works are planned, largely reversing earlier alterations that had subdivided the house and reinstating bedrooms to create a layout described as comparable to a large family home.
Planning history shows that a previous attempt to secure a lawful development certificate for a similar use for up to four young people was not supported by the local council, meaning the current proposal will have to be determined through a full planning process.
The design and access statement argues that the scheme would have little visual or physical impact on the area because the building would remain a single planning unit and continue to function in a way described as “comparable to a family dwelling” in terms of daily activity and occupation.
Developers say the conversion would meet what they describe as an identified local and national need for accommodation for looked-after children, while making use of an existing building rather than constructing a new facility. The reuse of the structure is presented as a sustainable approach that avoids demolition, reduces construction waste and retains mature trees and landscaping on the site.
The children’s home would operate on what's described as a small, family-style basis with carers on site, although detailed staffing and management arrangements are contained in a separate management plan.
The application will now be considered by Hartlepool Borough Council, with an expected decision date of around April 2026...
